Carl, I don’t think that Grove Park residents are trying to export problems. And I would say that it is a ‘Chiswick’ problem. Many people also say that problems increased to the south of the A4 when the CPZ was introduced to the North of the A4 but I don’t think that anyone south of the A4 is accusing residents of ‘exporting’ problems; it’s just the way things panned out. I would never advocate causing people parking problems to solve parking problems of others. I suspect that if roads, such as Harvard Rd, were made completely free parking, then this would cause parking problems for residents of Harvard Rd, which would be unfair; but it would seem fair to me if some of the problems to the south of the A4 could be alleviated by the freeing up of space that Harvard Rd residents do not use. Andrew, residents with a free permit could, of course, park on the free side but if it was free both sides, I guess they would park outside their house unless they were intent on seeing the scheme fail and/or ensuring that non-residents were denied parking at all costs. This would be unfair of them in my opinion and, if this were to happen, I would recommend that the council write to them requesting that they park on ‘their’ side otherwise their FREE parking privileges may need to be reconsidered. “Why should some people in a CPZ get a free permit while others do not.” Because of the unusual circumstances. If they were charged, they may not buy a permit and, instead, park on the free side – you’re already suggesting that they may park on the free side even if they can park for free outside their house. “There would be so much confusion…” Not if the bays were clearly marked out and with the use of adequate signage. It’s no different now, where you get residents’ bays, disability bays, P&D bays etc all within the same vicinity. In the case of Harvard Rd, things couldn’t be simpler, especially where it runs alongside the A4 – Residents’ parking one side and free parking the other. I think there is off street parking along there too isn’t there? I’m not sure. With Harvard Rd being near to both the High Rd and Gunnersbury Stn, I’m sure that residents may well be better off with the CPZ; but the situation is different across the A4, meaning that CPZ will bring big problems to many residents, in the opinion of many. I don’t believe that anyone thinks that the introduction of a CPZ to Elmwood Rd would see that road almost free of cars, as is the case in Harvard Rd. These are ‘public’ roads; and we all live in Chiswick; and we all live in LBH; so surely we all deserve the same entitlement to parking facilities wherever possible; so if the freeing up of some unused parking space in Harvard Rd was going to help a large number of people without compromising the parking needs of Harvard Rd residents, isn’t this worth considering? |
