This is a copy of an enmail i recieved today. As you know, we are consulting the whole of Grove Park and Strand on the Green. Consideration of parking controls in any part of the area would depend on the results of the current consultation and if a scheme in the western cluster is supported and Thames Road residents are in favour, it could form part of the zone. It would be up to you and your neighbours to decide. We have highlighted the possibility of parking displacement in the consultation leaflet but if the majority of the respondents from Thames Road are still opposed, I am afraid it is unlikely to be given consideration. We would not impose a scheme where it is not wanted. By law, parking schemes must be self-financing. There are considerable costs involved in the introduction of CPZs. The legal procedure for the introduction parking controls is lengthy and costly and due to the need to consult, costs escalate. The implementation costs are also considerable and would not be recouped through the permit scheme. Additionally, there are the running costs, such as administration of the permit scheme as well as enforcement and maintenance costs. Surplus revenue, if any, may only be used on transport and parking improvements. Most London boroughs estimate that their CPZs do not cover their running costs and are being subsidised. For my part, I can assure you, that revenue generation has never been a consideration in any parking scheme I have been involved over many years in London. Such schemes are generally driven by demands for parking controls from residents and businesses who suffer from extraneous parking congestion.
