On reflection, it was extraordinary how the meeting's agenda, such as it was, was compiled. What they SHOULD have done was to outline why they felt a CPZ was the best option, explain the research they had done to support this belief, and review the alternatives, before getting into the detailed proposal. What they actually did was to start off the meeting explaining the technical details such as whether or not parking across driveways should be permitted. Whether this indicates that Satnam Sahota, the LBH official who led off the presentation, was working to a very limited set of parameters - essentially, there is a perceived problem, a CPZ is the only possible solution - or whether he was convinced that a CPZ was necessary, whatever the residents felt about it, I know not. How does LBH set the brief for its paid officials to undertake work on this sort of scheme ? Who, in effect, prepares the brief that apparently fails to cover alternative options or proper research (he didn't even know the arrangements for paying for parking in the Chiswick Station car-park) and therefore lets council officials spend time and money on preparing ill-thought-out schemes that do not meet the needs or wishes of residents ? |
