I would tend to agree that a complete closure would have been a better solution. Even if you don't agree that the fines are fundamentally unfair given that time and time again drivers get caught out unwittingly by restrictions like this, there are a number of safety concerns. The idea that this is about cyclist safety is belied by making the road two ways which now means vehicles can carry out the higher risk turn into the northern end. The southern end seems fraught with danger as the response of drivers to spotting the restriction late is unpredictable and some may break suddenly or attempt to return to the A4. Perhaps a total closure would be beyond the capacity of CHR and Chiswick Lane to handle, but, as there seems to have been no consultation between H&F and Hounslow this probably wasn't the reason they did it. It is hard to look beyond revenue maximisation. For those that claim that councils aren't predominantly motivated by financial reasons in implementing these schemes, take account of Hounslow Council including an increase in FPN fines as one of the measures they are seeking to introduce to cut their deficit. |
