According to the DfT, in 2019 the average delay on Chiswick Lane was 213s, while In 2023 it was 181s. The congestion appears to be easing overall. It looks like drivers only become aware of restrictions once they receive at least one PCN, at least that's what the experience of SCLN and Fishers Lane suggests. I expect LBHF will see significant revenue on that basis. Blocking these roads at the A4 would be preferable, and indeed could be funded by the fines after a trial period to demonstrate that camera-based restrictions were inadequate. Weltje could then follow, and that intersection is the more significant risk to cyclists. |
