Tom, that is a painfully weak defence. All traffic diverted up Chiswick Lane by the Rivercourt Road restriction will end up on Chiswick High Road.

What these numbers on delay (which I take it you are not quibbling with) show is that congestion has increased significantly in Chiswick 2019 to 2023. It is important to establish that fact before trying to work through what the impact of the new restriction will be.

As for the DfT data on motor vehicle numbers, you may have reservations on them as a source. Even if it is just coincidence that they show a significant fall in the numbers from 2019 to 2023, isn't that fall confirmed by other data sources you prefer to use?
