It would be very costly for LBHF to implement a "access to all people who are resident in the locality regardless of what borough they live in" scheme. Implementing an "access to all who are resident in LBHF" scheme is much, much cheaper. For one thing, LBHF already have details of all residents in LBHF who have a valid CPZ permit. As to it being an unfair two tier system ... well, I see your point, but you get two tier systems everywhere. People who live south and north of the England/Scotland border experience different provision of services, costs etc. People who live in adjacent boroughs can experience wildly different council tax rates. Is it bettér that the number of cars using Rivercourt Road is reduced by 99% or by 90%? Purely from a traffic flow perspective, I would have thought that reducing it by 90% was the better option. |
