| Before accusing Justin of being innumerate, it would be an idea to consider how the maths of this actually works. If a road is operating within capacity, traffic will flow and there will be no problem. Once it goes above capacity we get congestion. As traffic tends to be concentrated at certain times, it only takes a relatively small number of vehicles to significant boost the number of occasions in which traffic flow was just under capacity to just over, therefore it can have a disproportionate impact. We see this in reverse during the school holidays when actually only a small proportion of people are away but the roads seem to magically clear. Therefore Justin is quite right to say that 200-300 vehicles along these already struggling roads would be problematic. |
