| Yes Bill, I haven't a clue what IT systems Hounslow and H&F but at least I know enough not to make pronouncements that something is 'simple' on the basis of zero knowledge. I do work in technology so am well used to people who know nothing claiming that something is simple so try not to make the same mistake myself. Clearly you are less concerned about proclaiming something is simple when knowing nothing. In terms of why LBH and LBHF may be different, here are some possible explanations: - LBH&F is an inner London borough, LBH is an outer London borough. LBH&F has over double the population density so the demand and use of roads is not the same as LBH. Chiswick is probably more similar to LBHF than the west of Hounslow. So should LBH do things that are just applicable to Chiswick but not really applicable for the rest of the borough? - LBH and LBHF may have completely different IT systems. - LBH and LBHF may have completely different provision of IT systems. eg. insource vs outsource. Both have advantages and disadvantages but for outsource, you just can't demand new functionality from the supplier if it isn't part of the scope of the services they provide. - even with insource, an older system may be in 'maintenance' mode so there are bug fixes, but there isn't any new development being done on the system. That is perfectly fine if the system is doing what it was originally intended to do. It does present a problem if someone wants new functionality. Does that mean procuring a completely new system? Documenting requirements, going out to tender, evaluating responses from suppliers? There would need to be a good business case for that. Is there a good business case just based upon some entitled moaners in Chiswick? |
