| TfL are funding the improvements so closure of Weltje is clearly on the cards. Hounslow have never put forward closing Dukes Avenue. It isn't as simple as that because if Dukes was closed, then traffic would use Barrowgate/Wavendon instead as an alternative route to Sutton Court Rd (quite a lot does anyway...) so there would need to be a scheme for the overall area. TfL cannot veto a scheme on a borough's roads because the borough is the highway authority and legally responsible. Instead, TfL can decline to provide funding so the borough needs to find its own money, but TfL is providing the funding in this case. |
