No I dont know what IT systems either authority use but I supsect you dont either. But as you know this is not the point Simple question, try and answer. If H&F can do it why cant LBH? There may be cost implications but given the amout raised in fines then perhaps they can be used. But at the end of the day it is quite possible. Do you deny this?
