If your personal experience is that most of the traffic on South Parade comes from its side roads rather than from Acton Lane and The Avenue, then that experience is most certainly not representative of the actual flow.

Paul’s diagram reflects what has been observed in general when traffic is restricted: levels fall. It’s actually completely uncontroversial in traffic studies of existing networks that if you build more roads you induce demand, and if you restrict traffic demand falls as travel modes shift. It would indeed be denying reality to claim otherwise.
