Tom, I think you are missing the point. Do you deny that life was hugely disrupted during the pandemic? That many journey patterns changed. LHR traffic data is a simple proxy for that impact, although we know LHR does make a big contribution to A4 traffic. Its very hard to make conclusions about local vs through traffic or overall traffic on the basis of the Steer reports.

WHy is it coutnerintuitive to suggest that displaced traffic has knock on effects? The A316 is much busier northbound and this impacts the Hogarth. This in turn has other impacts and parts of W4 suffer the impact. I dont have access to the INRIX data and we would also need to revisit the definition of 'traffic' and volumes vs congestion.
