| Others suggest that LTNs are not a zero-sum issue, as drivers are encouraged to use other modes of transport, such as walking or cycling. The problem is that walking and cycling is more likely to be an option for local residents, who are intended to 'benefit' from an LTN, and less an option for through traffic that LTNs are designed to discourage by diverting them onto other routes. Thus the new Hammersmith and Fulham schemes seem to be back-to-front, by diverting through traffic that's less likely to use alternative modes, yet not restricting local traffic that easily could. To be properly effective, a road closure should close the road to all traffic, without social distinctions and confusing exemptions. |
