'What you are describing are unregistered untaxed unclassified two wheeled mechanically propelled uninsured MOTOR vehicles, effectively electric MOTORBIKES. It is illegal to ride these in public spaces and the police need to do more to confiscate them.'
It seems to be complete dereliction by ALL enforcing authorities that these 'illegal' vehicle are so freely available to buy and to use in clear contravention of whatever meaningless restrictions there might be. 
Never mind 'stop the boats', let's 'stop the bikes'!
