| Julian is (I think) talking about a PCN issued for entering a zone that is restricted, so nothing to do with parking in the example he gave. There has been an LTN introduced near QPR’s ground recently without much local notification, and it’s schemes such as these where I would hope that LBHF would exhibit some degree of leniency if people appeal. Thinking about it, Westminster Council also once cancelled a PCN that was correctly issued, as they accepted I’d made a genuine mistake and selected the wrong vehicle from my list when I was paying for parking. Hounslow on the other hand, I had to take my appeal all the way to the adjudicator who agreed that on balance my account was very believable and that Hounslow hadn’t bothered to undertake some fairly simple checks that their PayByPhone system was correctly working on the day in question. I do accept that parking at a retail park tends to be less fraught than working out when you can park for free in Chiswick. |
