PS The only other thing to say is that normally when Councils use their discretion to cancel a correctly issued PCN, they usually qualify it at the end saying that their decision shouldn't be considered to be a precedent, and they wouldn't necessarily cancel a PCN in similar circumstances.

So, it's worth mentioning that you know that other people who have fallen foul of the changes have had their PCNs cancelled, but you can't tell the council they have to act in the same way.
