Paved areas are only good for one thing and negative for one thing. Outdoor eating and drinking is a positive in the summer months. Crime is a negative all year round. Westminster has crime hot spots, Leicester Square and Chinatown, followed by Charing Cross/Embankment. All 3 are far higher than other parts. Except Oxford Street, which has 3 high hot spots on it.
