Forgive me but I don't think that presenting an unattributed table of data that show mixed results is doing a great job of substantiating Mark's sweeping and declarative statement.
Here is the TfL data for general traffic ex-buses presented at the Cabinet meeting in Sep 2023. Again rather a mixed bag but certainly nothing to substantiate claims of significant delays and congestion caused by a cycle lane.
