When to decide to switch over to different systems on a train travelling at 60kmph given GPS can be affected by leaves, rain, hail...? Given you appear to know what the solution is, you should set up your own company to sell it to underground operators. Instead of the $40Bn bill to upgrade the New York subway system, you could offer them a price of, say $35Bn and as your proposal could be done "at minimal cost", you could pocket the difference and spend your time chatting to fellow billionaire entrepreneurs like Jeff Bezos and Michael Bloomberg instead of us. Even if this was a bit too much work, you could earn some consultancy telling underground operators and signalling manufacturers like Siemens and Thales how they have it all wrong.
