Unfortunately Michael major changes were made to our local road infrastructure without any attempt being made to collect data which would properly track their impact. This makes it impossible to reach conclusions either way on whether or not the changes made have had a positive impact and resulted in both sides claiming the numbers that we have support their view. That leaves no choice really but to fall back on observation. I accept that this has weaknesses and lacks the rigor needed to reach precise conclusion but I can say with some confidence that my experience has been that the High Road over the last two years has had an notably higher instance of traffic being static in the central part of Chiswick than it did pre the pandemic. The rise has been so pronounced that I can rule out it being based on misremembering or any preconceptions. I am confident that my observation is accurate because pre-Covid if traffic was stuck then there would always be a reason e.g. Hammersmith Flyover closed, accident on the A4 or rugby at Twickenham. Now static vehicles on the High Road seems to be endemic and no particular cause is evident. It is perfectly possible to someone to reach different conclusions if they visit at different times of the day of the week - both can be right. I acknowledge the High Road isn't constantly gridlocked and can at times appear surprisingly empty when you would expect it to be busy. I'm not trying to make a specifically anti-C9 argument here - I fully accept that the evidence required to show that it has caused this congestion is simply not strong enough to go to the massive expense of ripping it up. The reason I raised this in the first place was to urge more support for shops based south of the High Road because it had become difficult to cross - I only mentioned the congestion as an aside. |
