You seem to be believing your prejudices rather than the evidence yet again Francis. Multiple different research (no quote marks) in multiple countries across N America and Europe has shown retailers consistently overestimate the proportion of their customers coming by car. Your explanation appears to be some conspiracy on the part of councils all over the world. A simpler explanation is that unless retailers have done their own systematic survey of their customers (as the research does), they simply aren't very good at guessing.
