| A long established principle in transport planning comma imported from the rail industry is that a safety investment should only be made where it showed an element of payback. In that should, as example a £50 million spend be required to reduce fatalities by, say, two, it would not be made. If the potential fatality reduction was, say, 10 then the investment would be sought. Yes, a value was placed 9n lives and I am not sure if this has ever been overwritten |
