| I don't think you necessarily need a crystal ball to see we have some serious problems ahead. There has been precious little investment in cycling for health and fitness in this part of West London and that which has been done has been poorly implemented. I'm struggling to think of one way in which cycling has been made easier locally over the last decade. However, that is by the by. TfL have reorientated the way they talk about cycling away from modal shift towards broadening participation and as a benefit in itself. Originally the Superhighway concept was that commuting cyclists could see significantly reduced travel times which would encourage more people to get to work this way. In theory this would benefit all because any road space lost would be mitigated by fewer cars on the road. However, TfL have become increasing conscious that the commuter cyclists is disproportionately white, male, already very fit and relatively well paid. In addition for a project like CS9 it soon became apparent that most cyclists of this kind would not use it because it would not reduce journey times for them. Encouraging leisure cycling is a valid aim but in the current situation in which scarce road space is going to become scarcer we probably have to look to initiatives that don't make the problem worse. With regard to cycling that would mean a renewed emphasis on reducing commuting times. |
