If the variation was just 10% then other factors might override any effect but the number is likely to be much higher than that. A 10% increase in vehicle journeys will translate into a much higher proportion of emissions because each vehicle spends longer in the area due to increased journey times. Static traffic along the length of Putney High Street wasn't unheard of but was rare until recently — now I'm told it is a feature of daily life. |
