While nobody is going to dispute that there will be some car journeys are unnecessary and making them longer and slower will tend to discourage them, it doesn't necessarily follow that this will eventually reduce the number of vehicles on the road at any given point in time or congestion and pollution. If you successfully reduce the number of unnecessary journeys by making them more difficult, this may be outweighed by the length and duration of the necessary journeys being extended. I'm not ruling out the possibility that nudging drivers away from using their cars by extending their journeys could, in certain circumstances, be successful in reducing congestion and pollution but it is a strategy that needs to be used carefully and is less likely to succeed in London where habitual private car use is already much lower than the rest of the country and has fallen significantly already. What I cannot accept is that there would be any potential net benefit to traffic and pollution by deliberately not trying to mitigate congestion which occurs during one-off disruptions such as a strike or an accident. |
