I agree that it can be difficult sometimes to work out quickly whether you can or can't proceed down a road whilst at the same time concentrating on all the other road users. However having restrictions that change depending on the levels of nearby traffic adds an additional complexity to the situation. And I wouldn't bank on leniency from the enforcing authorities. I got let off a parking ticket by Hammersmith once, because they knew that although I wasn't developing a valid parking permit and was therefore liable to receive a ticket, I had in fact paid for a parking permit and my not displaying it was just a 'genuine' mistake. How would a council know that someone driving where they weren't meant to was a 'genuine' mistake, rather than someone 'chancing it'? |
