Paul, I think you are confusing being made permanent with the changes being enabled by a permanent rather than experimental traffic order. No road layout is permanent and any measure can be changed if it is found to be causing congestion and, in particular increasing bus travel times. Admittedly this is less likely to happen with much of TfL's transport policy being driven by a board director who seems to be determinedly anti-bus but if you are relying on Andrew Gilligan to remain in place you have more optimism about Johnson's prospects than I do. Once he goes a lot of schemes will be revisited and it would be very helpful to ensure that changes were retained if the data didn't include a series of spikes in delays which could be attributed to them. It really seems to be totally counterproductive for the defenders of these schemes to kick back so hard against the idea that they should incorporate flexibility to allow them to be suspended when the road system is under stress. |
