"As to Ed Mayne, the very worst we might say of him is that he made a CPZ happen for Park Road, when roads such as Elmwood had a prior claim (and a more serious problem)." Ed Mayne's scheme was and remains nonsensical. It very obviously contains within it the seeds of future discord and resentment. It is an incoherent "dogs- breakfast" of a CPZ. Introducing a CPZ that included only half of Staveley Road was naive at best and barking mad at worst. Where did he expect the displaced commuter would park? Its not rocket science for goodness sake. Introducing a CPZ in the whole of Park Road and excluding Lawford Road - the first road off Park Road going north from the station - was stupid beyond belief. Why did the residents of half of Staveley Road take precedence over the residents of Lawford Road and indeed the other half of Staveley Road? All very, very silly. Ed Mayne of course failed to attend the Chiswick Area Forum when asked to explain in public his decision to impose a CPZ. He subsequently failed to turn up at the first call-in meeting when the Overview and Scrutiny panel reviewed his decision at my request (and that of nine other councillors). The fact that the Hounslow Overview and Scrutiny Panel twice refused to send this Lead Member's decision to the Hounslow Cabinet where it could be considered by the "grown-ups" was utterly shameful. As for Elmwood Road, the residents have been consulted on several separate occasions but there has never in the past been overwhelming support for a CPZ in that street. |
