I know a lot about this, so you can take my word for it. The Chiswick Area Forum WAS in charge of CPZs and did decide. Ed Mayne was the Lead Member at the time and did overrule them as Lead Member, in an unprecedented and precedential decision (based on no factual information whatsoever). The current Lead Member since May 2014, Richard Foote, has confirmed, as has the Lead Member for Citizen Engagement, Theo Dennison, that responsibility for CPZs rests squarely in the hands of our local Forum, comprised of the 9 elected Chiswick Ward Councillors. Trouble is, at the most recent CPZ meeting, in January, those Councillors chose not to rescind the unnecessary and ill-supported Park / Staveley CPZ, with its concomitant effect on the area, which does rather suggest that a CPZ will be coming. I spoke at the meeting and my comments still stand. There will be another meeting (the THIRD at St. Michael's Church on this subject since 2010), and no doubt the same arguments will be aired, framed by responses to a questionnaire whose first question was 'Do you want a CPZ?' (Not 'Do you have a problem parking' or 'How many cars do you own'?). But the final decision WILL be taken by our 9 local democratically-elected local Councillors, who will hopefully take into account all the considerations for local life that were so signally ignored by Ed Mayne. |
