The P&D bays are time restricted — 4 hours in mid-Chiswick and 2 hours elsewhere. Neither is sufficient for stall holders although four hours would probably work for anyone coming to the market and wanting to make a day of it. However, there are already a limited number of these bays and, as they are shared used, generally they are taken up by residents. The reality is, if there were Sunday parking restrictions across the centre of Chiswick, it would be very difficult to park anywhere for longer than a two hour stay. Based on my observations about the level of market related parking in the Mid-Chiswick CPZ, I'd say the restrictions will present a real challenge to the flower market because the stall holders' vehicles tend to be larger and the antiques market because there are lots of them arriving by car. The Street Food market and Cheese market should be fine. Assuming the markets could continue to cope in this environment, it is hard to say whether the council would let them or not. While it is right that it has a fiduciary responsibility, a back of an envelope calculation suggests revenue from the central car park on Sundays would be £40,000 per annum which may not be enough to make what would be a controversial decision. |
