The obvious conclusion is that she is simply being a good councillor and guiding her constituents through the policy making process of the borough even though she might have misgivings about what they are asking for.

On the other hand, if you are in the group that see malign intent in everything she does, you would believe that she has calculated that there will be more parking space on Sundays across Chiswick if payment is required on that day because the markets would be closed.  I doubt this is the case but if she really is thinking in such a Machiavellian way as Paul says - impressive stuff.
