Michael, Even if my assumptions on private car use are incorrect it does not invalidate the argument for a through road at Chiswick Business Park. Unless of course you believe the notion that making developments car free means they generate no extra traffic. 3,000 extra people will mean more vehicle movements even if not a single one of them owns a car. If you take the latest DfT figures for Chiswick High Road as a proxy then 75% of vehicle movements are by car or taxi. Let's assume ten percent of those are taxi journeys. You are making an incorrect assumption that a journey by a car is necessarily a journey for non business purposes. It is not disputed that cars make up the bulk of traffic but unless I asked every car I pass walking down the road as you suggest the fact that they appear to be a private car does not mean they are all being used for leisure or journeys to work. People in them could have a job that is peripatic and requires them to drive which will include a huge number of people in a wide variety of industries. Many of these will be providing services that you are part of the ultimate source of demand for. It would only need a quarter of car journeys to be of this nature to mean that the majority of vehicle movements on Chiswick High Road are not due to car owners using their cars for private purposes. Therefore excluding car owners from developments will only mean there will proportionally less traffic than is generated by the existing population. I know you like to argue the toss on every single point and are very reluctant to every admit error but all I am basically saying is that if more people move into an area you will get more traffic and you need to plan ahead to deal with that. |
