Lorne, even with revaluations back to 1991 levels, there's been an increase in the original regressive nature of council tax since then, with those in less expensive homes paying an increasing proportion of the overall council tax bill. This is a long-standing problem, and certainly predates the current government. As the Joseph Rowntree foundation put it back in 2006: Concern with low income households in high value properties should not lead to a failure to address the position of the far greater numbers of low income households in low value properties who, because of the regressive nature of council tax, currently ‘lose’ in relative terms. A different approach would be to ask how can the current regressive system be justified? And why should council tax not be reformed so as to be fairer for the millions of low income households in low value properties? |
