"Reassessment of rates and introduction of new bands would have a broadly similar effect to a mansion tax" I don't think so. Something valued at £320k in 1991 is today valued at £2m, so the fact the values are based on historical data is completely irrelevant, a £2m house is in the top rate and an average house is in the average rate. What is relevant is that if Labour we to say 'we're going to re-assess the amount of money people have to pay in council tax' then a whole lot of people would decide not to vote for them. May be your right though, may be the real plan is for a complete re-assessment of council tax rates. Perhaps that's why Ed Balls hasn't bothered saying anything about the mansion tax details, because perhaps the details are that it'll be new council tax rates that everyone pays. |
