Paul, the recent stamp duty increases mean that any additional tax will be associated with a smaller, not greater, revenue loss. I'm not associating stamp duty, a transaction tax, with either a mansion tax or council tax which are both property (or wealth) taxes, though of course they have a related effects on overall revenues. I am saying that any property tax should be progressive, in that rates should not be lower for more expensive properties. There's an argument to be had on how much revenue should be raised from wealth rather than income, but I would hope within each category the principle of progressive rather than regressive taxation would be the goal. The current system means that those in cheaper properties are subsidising a lower rate for those in more expensive properties. |
