As I said above - the whole idea of ring-fencing a particular tax for a particular purpose, in this case the NHS, is anathema to the Treasury mandarins, who will undoubtedly run rings round Ed Balls if he tries to do so. Once upon a time we had a Road Fund Licence which was meant to be dedicated to improving our roads. Once the Treasury got hold of it, it rapidly became a part of general taxation. The Mansion Tax, a creation of the politics of envy by the nasty party, will undoubtedly go the same way. The NHS has always been funded from the general taxation pot. Pretending that this will ever be otherwise is a con-trick. |
