In fairness, "prediction is very difficult, especially if it's about the future" as Niels Bohr said. I read a recent report commissioned by the DfT that tried to explain why DfT traffic forecasting was so spectacularly wrong and it couldn't come to any conclusions other than the usual "more research required". One of the more plausible reasons put forward by one of the people who originated the "peak car" theory (I can't remember his name..) is that traffic forecasts done by organisations like the DfT just assume that people will keep driving more and more. Whereas in reality, people will generally only spend a certain amount of time travelling every day and that "budget" won't increase over the population as a whole. |
