| There is a bigger picture. Govt controls a lot of what Councils can do and what they can spend or raise. They have some things they have to provide by law and some they don't.. The philanthropists of the past who paid for the building of hospitals and libraries and schools etc for the people - like many of the ones which Councils now struggle to keep running at great cost - where are they and ehat are they doing with their money now? |
