Guy, for clarity, who made the decision to stop using weedkiller - was it Hounslow Council or Hounslow Highways? If it was the latter then that would seem to allow a surprising degree of autonomy in altering the spec for the job. If it was the former (the Council) then it seems the terms of the contract do allow for significant variation in the agreement. From Hounslow Highways' point of view they are being asked to keep the streets clear of weeds while having been deprived of the most effective weapon in their armoury, while simultaneously absorbing significantly higher costs in order to fulfill their brief.
Not properly thought through would seem to sum this up. Not an unusual situation these days at all levels of government.
