Richard,
I received the apologetic letter from Hounslow Parking Services.
I was parked outside Waitrose with the PCN timed at 7.29pm on 13th January.
I do believe that there must be a lot of people who received tickets around that date as I actually revisited the location to warn motorists who clearly had no idea they were supposedly not allowed to park there.
