“it's well understood that adding road capacity can add to congestion, so not impossible for removing capacity to reduce it, particularly if accompanied by modal shift.” Maybe, but when such congestion arises, it always results in the ‘experts’ adding more road capacity, the M25 being a prime example. I’m not aware of any roads having lanes removed to help traffic flow (apart from Chiswick High Rd!). |
