Topic: Question for Richard and Chris CCF if he's able to reply

Just a legal question ... Do Hounslow actually have the power to arbitrarily change the parking restrictions and/or Bus Lane times just like that? Normally you get a consultation period, publication of Notices in the London Gazette etc...
