The measurement used to set the noise contours is quite reasonable for the period of time it covers, the 16 hours from 7 a.m. to 11 p.m. It SHOULD average the noise over all the year - it is obviously less annoying overall being under a flight path used only 30% rather than 70% of the time. The logarithmic scale used, in noise power, event duration and event number, agrees best with surveys of perceived nuisance on the ground. I'm sure, though, if the third runway does go ahead some of those most sensitive to noise will find living under the new flight path unbearable. They'll lose very little if they sell up and move - plenty of other buyers will regard the additional noise as insignificant. I think Jeff has listed the objections to Heathrow expansion in about the right order of increasing importance. With carbon trading, emissions and economics will become entangled, but they're certainly the two most powerful objections. Noise, especially in Chiswick, might fill halls locally, but it is neither the worst aspect of, nor the argument most likely to halt Heathrow expansion. |
