If a company recruits and emplots someone it is a legal requirement ( and has been for some 10-15 years?) that they have the right to work in this country. That is why these days if you apply for a job you will almost certainly be asked to provide evidence of your right to work. I have no idea how many of the drivers who do deliveries don't have a right to work, but if the companies who provided the goods being delivered employed the delivery drivers directly, this could only help improving the legal status of the bikes, rider behaviour etc. Of course profit margins of the big chains would probably fall, and potentially viability of some of the smaller suppliers might be threatened. |
