I would tend to agree Mark. I organise volunteering at Dukes Meadows and our volunteers do an amazing amount, but I don't think keeping streets clear of weeds is going to be accomplished by volunteers. Some people, for whatever reason, won't want to or maybe won't be able to help. Not all pavements are adjacent to houses, there are pavements beside shops, offices, public buildings, workshops, alleyways and junctions. To pay council tax and have an efficient clearing service is a more likely way to have well maintained public areas. Supplemented by volunteers to plant up beds in neglected areas etc. to make neighbourhoods even nicer, but not to take on the basic task of managing weeds in pavements and gutters. It would be patchy at best, with some areas cleared and many not. The "broken window" theory predicts that once an area starts to look uncared for anti social behaviour grows and escalates; littering, graffiti, vandalism. It is a fairly well respected theory and advocates keeping areas looking well looked after and tackling issues quickly to avoid deterioration. |
