| It is a collaboration of the individual or local groups caring about the condition of their neighbourhood and also the local authority doing their bit by reminding householders that leaving trees/shrubs etc. to overhang the footpath can be a hazard to pedestrians and cyclists where the path is shared. They have the wherewithal to do this, but like many other things they don't seem to have either the staff, interest or inclination to bother. |
