"The meaning of 'access only' is actually written in law" Well, it was written in law in the 2002 Traffic Signs Regulations, and that definition has rather more common sense than the one you quoted. This is the 2002 definition of "Except for access": "Vehicles requiring access to premises or land adjacent to the road are exempted from the prohibition conveyed by the associated sign". Nothing there about whether or not there is another route. But the 2002 regulations were revoked and replaced by the 2016 regulations, which contain no definition of "except for access". |
