"The Highway Code is quite clear on the meaning of Access Only" Not true. The Highway Code contains no explanation of Access Only or "Except for access". The phrase you quoted comes from the DfT booklet "Know Your Traffic Signs". That definition, and in particular the caveat "where there is no other route", seems to have no basis in law, as it doesn't appear in the Traffic Signs Regulations nor in the DfT Traffic Signs Manual which is their guidance to local authorities. While it might be good to encourage drivers to buy and read "Know your traffic signs", it shouldn't invent its own interpretations of traffic signs. |
