Thanks for specifying the exact source, though it makes no difference to my point that this is part of the required knowledge for a driving licence. It’s difficult to know how “access only” could have any other interpretation other than than it allows travel beyond the sign only if it is the sole possible route to a destination. If the suggested alternative that the sign can be safely ignored if you happen to pass it on the way to a destination beyond the restricted roadway, such signage would be completely ineffective. The law does rely on a certain amount of common sense, and in this case it is hardly an “invention” to interpret it on that basis. |
